Departmental Analyst 9-P11 - Human Resources Liaison

The Michigan Gaming Control Board is a state agency dedicated to ensuring fair and honest gaming. The Departmental Analyst serves as a Human Resources Liaison, providing advice on HR issues, performing research, and facilitating agency information and special projects.

Responsibilities

  • Evaluating hiring materials, consulting with and providing advice to MGCB Executives, managers and employees regarding human resources issues
  • Performing research and analysis regarding human resource topics and issues, including staffing, program planning, employment background and reference checks, training, development initiatives, and policy development and implementation
  • Administering and facilitating the Agency Overview, developing and maintaining various agency information and performing special projects as needed

Skills

  • Possession of a bachelor's degree in any major
  • Departmental Analyst 9: No specific type or amount is required
  • Departmental Analyst 10: One year of professional experience
  • Departmental Analyst P11: Two years of professional experience, including one year of experience equivalent to the intermediate (10) level in state service
  • Employment in the state classified service demands a high degree of loyalty and imposes high ethical standards on employees to ensure the integrity of state government and maintain effective services
  • All employees must meet these ethical standards and all appointing authorities are obligated to enforce these ethical standards
  • All employees are required to report any possible conflict of interest
  • Candidates must confirm work location and schedule at the time of interview
  • The Board conducts a personal reference screening, criminal background check, drug testing and federal and state tax transcript, including fingerprinting candidates prior to a conditional offer of employment
  • Civil Service Rule 2-7 requires that all persons who are not currently state employees submit to and pass a pre-employment drug test which must be administered within 24 hours of a conditional offer or the offer may be rescinded

  • Eligible employees with five years of service receive annual longevity bonuses
  • Some positions may qualify for recruitment, retention, and performance bonuses or other special pay premiums
  • Employees in the guard or reserves may qualify for supplemental pay benefits if military pay during qualifying duty is less than normal state pay
  • Prior military service may allow seniority credits to accelerate eligibility for longevity bonuses and additional personal leave accrual
  • Flexible spending account (FSA), health savings account (HSA), and qualified transportation fringe benefit (QTFB) programs
  • Working for the State of Michigan may allow participation in programs that forgive the balance of qualifying student loans
  • Some colleges and universities offer savings to eligible employees and family members to further their education while working for the State of Michigan
