The North Carolina Department of Agriculture and Consumer Services is seeking an Analyst Programmer to join their Software Development Team. The role involves supporting and developing applications related to Traffic and Criminal Software, Crash and Citation Reporting, and Computer Aided Dispatch, among others.

Responsibilities

  • Provide support for existing applications and develop new applications
  • Support Traffic and Criminal Software (TraCS), Crash and Citation Reporting, and Computer Aided Dispatch
  • Manage full life-cycle software development and data reporting capabilities
  • Provide custom software solutions and data interfacing utilities
  • Support and enhance statewide “off the shelf” products for law enforcement information recordation, data distribution, data aggregation, and data reporting

Skills

  • One year of computer programming experience in a recognized computer language for Analyst/Programmer 2
  • Two years of computer programming experience in a recognized computer language for Analyst/Programmer 3
  • Four years of computer programming experience in a recognized computer language for Analyst/Programmer 4
  • One year of experience must have been in a business application, scientific application, microcomputer or computer system user support specialty for Analyst/Programmer 2
  • One year of experience must have been in a business application, scientific application, microcomputer or computer information management support specialty for Analyst/Programmer 3
  • One year of experience must have been in a business application, scientific application, microcomputer or computer information management support specialty for Analyst/Programmer 4
  • A bachelor's degree with a major in Computer Science (CS) or Computer Information Systems (CIS), or a related degree with (18) semester/(24) quarter hours of CS or CIS may substitute for all of the required experience
  • An associate's degree in Computer Science or Computer Information Systems may substitute for nine months of the required experience
  • Knowledge of software engineering design and development methodologies, paradigms, and tools; the software life cycle; software reusability; and software reliability metrics
  • Knowledge of methods and procedures to protect information systems and data by ensuring their availability, authentication, confidentiality, and integrity
  • Troubleshoots, diagnoses, analyzes, and identifies system malfunctions to determine the source and cause of the problem
  • Knowledge of procedures for developing technical and operational support documentation
  • Knowledge of principles, methods, and tools for analyzing and developing systems testing and evaluation procedures and technical characteristics of IT systems, including identifying critical operational issues
  • This position requires the incumbent to submit to a fingerprint based criminal history background check
  • The successful candidate will be required to read, understand, and agree to via signature, an agreement of confidentiality concerning the work commonly encountered within the Department of Public Safety
